Does Dutton Lainson Winch DL14830 Come with a Strap

Im interested in getting a winch for car dolly. I am using a tow master.. I seen previously you guys recommend the #DL14830. Few questions, I seen you also recommend the #DL24249. Does that mean it does not come with cable/strap? Also I read a review one person stated it didnt come with the required bolts for install, is that correct? 3X 3/8x1.5 bolts 1x 3/8x3.25 bolt The winch strap bolt? Also no nylon lock nut for it? Thanks in advance.
