The best bike rack for your Townie Electra step through bike and to carry a standard bike would be the Thule EasyFold XT-2 # TH903202. This rack is specially designed to accommodate the weight and attachment styles needed for transporting electric bikes.
The rack can support 2 bikes with a up to 65 pounds per bike, as long as the hitch and the vehicle can support the weight too. It includes a ramp to assist with loading heavy bikes. The wheel hoops, and the extremely adjustable frame clamps allow for attaching to a variety of bike styles, especially step through frames and bikes with fenders.
Another option for your Townie Electra is the Hollywood Racks Sport Rider SE # HLY74FR. This bike rack is also designed for the weight of electric bikes (up to 80 lbs), and offers similar wheel attachments, and a center post with hooks that are adjustable just not a diverse as the hooks on the EasyFold.
If you are not sure that the frame hooks on the Hollywood would lower far enough to accommodate the step through frame on your Electra, you can use an adapter bar like the Kuat Ubar # UB01 to provide a suitable cross tube for lowering the ratcheting hooks.
