i am buying 2 fenders for this trailer. the number i am ordering is ce17721. what brackets should i order for these fenders.

In order to mount the CE Smith Single Axle Trailer Fender - 16 Gauge Steel - 13" Wheels # CE17721 you can use the Mounting Brackets for Trailer Fender - 13"/14"/15" Wheels - Galvanized Steel - Qty 2 # CE26098G-2. These come in pairs, so you may want to get 2 sets- 1 for each side- depending on how you plan on mounting them.
