The correct replacement bolt to secure your Thule Vertex 2 Bike Rack TH9028XT to your hitch receiver is the Replacement 12 x 40 mm Hitch Bolt # 908-1240-54. I confirmed this directly with Thule.

For your Thule Vertex XT you can use pin #TH62RE. This is the pin part only from the Snug-Tite lock you mentioned. This will allow you to have a regular threaded pin and add the lock later if you wanted.
