Question:
I am an avid rider and all my bikes will certainly fit my TH990XT. My wife is a newer rider and we purchased Townie 7D Electra step through. Will I need an accessory adapter for this carrier?

Because of the aggressive step through on the Townie 7D Electra bikes you will need to use a frame adapter on with the Thule DoubleTrack # TH92BJ. You'll want to use something like the Swagman Deluxe Bike Frame Adapter Bar for Women's, Children's, and Alternative Frame Bikes # 64005, which will clamp onto the seat post and handle bar post and will provide a solid surface for the hook on your DoubleTrack to clamp down on and keep the bike in place during travel. I really like the spring loaded bar that the Swagman frame adapter uses, so you'll easily be able to set it at the right length.
I've linked a brief video review on this adapter bar for you to have a look at, as well.
