The correct replacement shoes for the Dexter Electric Trailer Brakes # 23-180 are going to be part # AKBRKR-S-12, which will replace the shoes on 1 Dexter brake assembly. You'll want to order 2 if you have a single axle or 4 if you're replacing the shoes on a tandem axle trailer.

We do indeed, the #BP10-060 brake adjuster for 10 or 12 inch hydraulic brake assemblies fits Dexter, Demco and Dico 10" Hydraulic trailer brake assemblies, so it would work great for you. If you also need a new adjuster spring, use #046-083-01

You measured the drop correctly. It would be from the center of the axle to the center of the spindle. That dimension would be the drop. See picture I attached.
