The small plate you are referring to in the photo of the Dutton-Lainson Hand Winch # DL14825 is the Cable Clamp for Pulling and Brake Winches by Dutton-Lainson # DL24350.
The winch does come with this cable clamp, but it does not come with a cable or strap, so for that I recommend the Hand Winch Strap # DL24249 or Hand Winch Cable # DL24102.
