The Fulton High-Performance 2-Speed Trailer Winch # F142430 referenced in your question is designed to be used with 7/32 inch cable. I spoke with my contact at Fulton and he does not recommend using 5/16 inch cable on this drum.
For a similar hand winch that can use 5/16 inch cable I recommend the Dutton-Lainson Hand Winch # DL14825. This direct drive, heavy-duty winch has a weight capacity of 2,500 pounds and the drum can handle 47 feet of 5/16 inch cable. It also features a Zinc Tuffplate finish to resist corrosion. For cable you can use # DL24102.
