can this jack be wired to plug into the four prong hitch terminal?

Pretty much all electric trailer jacks require a direct battery connection to function properly. The circuits on a 4-pin trailer connector do not provide a big enough wire gauge or a suitable amp rating to power an electric trailer jack. The fuse/circuit protection on those wires would fail or the wires would overheat before the jack would start moving.
Your best option for adding an electric trailer jack like the etrailer.com Electric Jack # EJ-3520-BBX to a trailer is to also add a 12 volt battery to the trailer. If you go this route, I'd also recommend upgrading the trailer connectors on your tow vehicle and trailer to 7-way connectors to keep the trailer battery charged. You would need the following parts to complete this setup
