I have a 1999 dodge ram 1500 4x4 with a reese universal rail kit and a curt 5th wheel will thg his fit my truck and wich is better with the jounce bumper of without

We have suspension enhancement kits that fit your 1999 Dodge Ram that can be used with the rail kit you have installed but none of the air bag kits can work with it. Instead a Timbren setup like # TDR1525H4 would be your best option as you'll get the support you are looking that's compatible with the in-bed rail kit you have.

Is there an air assist system that will work , or a different rail system. Also why wont these work together

All of the available air bags for your Ram, and more specifically their mounting brackets, install in a location that would interfere with brackets from a standard base rail kit. There unfortunately isn't a certain rail kit that would be compatible. Since jounce-style springs like the Timbrens Jameson recommended simply replace the factory bump stops, they won't interfere with the base rail hardware at all.
