Does Installation Tool for Extang Replacement Snaps Come with Buttons

The customer photo shows the buttons in the picture. Does this item come with the tool and buttons?

The part # EX2016 is just the tool, part # EX7028 is just the buttons that you also see in the picture, and then part # EX7028-2016 would give you the tool AND the buttons.
