Question:
Is any advantage to use HS496-353 hard lines over Kodiak 24TA-BLKIT flexible line ? With flexible Kodiak lines would be easier to run the long line from actuator to the first axle. Trailer have tandem 7000 lb axles and weight is a 15000 Lb loaded. Using Kodiak 8000 lb disc brake conversion and Hydra star HBA 16 1600 Psi actuator. Will the flexible rubber line expand when such pressure is applied ?

There really isn't an advantage to using hard brake lines over flexible ones. It really comes down to whichever will be easier for you to install. I would recommend the flexible brake line kit part # HS496-252 as it will be easier to install. While they lines are flexible they do not bulge or expand from brake pressure.
This brake line setup would work really well with the Hydrastar actuator # HBA16 you mentioned as well as the Kodiak disc brake conversion kit you are going with.
