The arms on your Fastway e2 Weight Distribution System # FA94-00-0800 can be removed by either pulling on
the keeper tab to release them, or by swinging them outward to be perpendicular to the tow vehicle. At this point, the arm should drop freely from the head without having to manually pull the keeper tab.
You may need to swing the arms out farther to allow them to be released. Otherwise, try pulling on the keeper tabs with the arms parallel to the tow vehicle. I've attached a video at the bottom of the page that shows how to remove the arms using the keeper tabs around the 10:00 mark.
The owner's manual, which I've also attached, recommends applying a thin layer of bearing grease, like # L11380 to the shorter, notched end of one of the spring arms prior to installing them on the hitch head (see page 14). Failure to do so could result in binding and a more difficult removal, like you're experiencing so definitely make sure the arm ends are well lubricated before attaching them again to make the removal process easier.
