I have a stock trailer that has the neck as low as it can go and the front is still to high causing the front tire to barley be on the ground. Can I use the K71-384 or 55-00 on the back axle only to lift the back of the trailer and getting it closer to level?

In order to level a trailer that sits nose high you will need to raise both axles, not just one as that would then throw off the alignment/geometry of the suspension drastically and create all sorts of issues. The Dexter Trailer Springs Over-Under Conversion Kit that you referenced is an excellent cost effective option for lifting/leveling a trailer so this is what I recommend. In order to choose the correct kit you need to measure the diameter of the axle tube, part # K71-384-00 is for 2-3/8" diameter axles (3,500 lbs) and part # K71-385-00 for 3" diameter axles (5,200 lbs to 7,000 lbs).
The Dexter Trailer Springs Over-Under Conversion Kit will then lift the trailer equal to the diameter of the axle tube plus the height of the leaf spring stack so you can see why you must do both axles.
