i have a 2001 silverado with a roll pan, is this the only option for a hitch? I would prefer something that comes out under the roll pan instead of through the license plate hole. also would there be a class IV or V i could purchase as this hitch is too close to borderline capabilities.

You are correct. For the 2001 Chevy Silverado 1500, the Curt # 13932 is the only available hitch that can be used with the roll pan bumper. If you wanted to use one of the hitches designed to circumvent the deep drop bumpers that were often found on this model you could use the Curt # 13339. However, this is still a Class III hitch receiver, so it would not increase your towing capacity and there is not anything for use with an aftermarket roll pan bumper that is higher rated than that.
If you have a Chevy Silverado 2500 or 3500, there are Class IV and V hitch options available that would work on your truck that would circumvent a deep drop bumper, and allow you to avoid using the license plate hole on your roll pan bumper.
I will throw this out there as something that you could also do, but likely won't be a very cost effective fix for this. If you're not happy with the roll pan bumper on your Chevy Silverado, you could switch to something like the Westin Perfect Match Series Rear Step Bumper - Chrome Plated Steel # 31006. Installing this bumper would allow you to use pretty much any hitch that you wanted, including a Class V receiver like the Curt # C15323.
