Will these parts fit on the Thule DoubleTrack 990XT 2-bike carrier? I need the hex screw that secures the 2-inch adapter sleeve to the bike carrier so it can go into my 2-inch trailer hitch. Does this part come with the hex screw?

The #853-7887 is designed to fit a 1 inch diameter tube. Since the arms of your rack are 1 inch in diameter this cradle would work, and then for a strap you could get the part #852-3006-001. For a anti-sway cradle you would want the part #853-7758.
