Question:

I have a 2inch Class IV hitch, can I use this adapter with Thule TH9045 T2 rack that has a 1.25 inch male ?

I do have a solution for you but adapter # 853-7489 does not fit the T2 TH9045. What you can use (and what is basically the same thing only it doesn't attach to the bike carrier) is a reducer sleeve, # HT02. Pin the reducer into the hitch receiver and then you can place the 1-1/4 inch shank from the T2 in and you'd be good to go.

What about the Thule 2" adapter sleeve for Helium? PN 8523185001. Basically, a L shaped adapter should be good for the cam lock to lock the rack in place?

We haven't tested those items together so I really can't say if they will work correctly. My best recommendation is to simply use the Reducer Sleeve # HT02 that Michael mentioned above.
