There are campers for truck beds that do hang past the rear bumper quite a bit like you mentioned which is why you see a lot of talk about 36 inch and 48 inch long extensions. That said, since yours is only 24 inch you're best off going with the shorter 28 inch size # TLE1524 that you mentioned and you'd be good.

The correct Torklift SuperHitch that fits your 2004 Ford F-250 is the part # TLF1002-30 and will work great with the hitch extension. With this and the extension you'd be set.
