Unlocking Steering Wheel of 2019 Buick Envision to Flat Tow it

Question:

I understand the directions about the fuses but I dont understand how the steering works. When I put the shifter into neutral and turn the engine off, the steering wheel is locked. Does the removal of the modules 1 and 2 fuses allow the steering to follow the motorhome? I havent taken the fuses out. Seems no one at Buick or the dealership knows the answer. So another thing you might try is putting the vehicle in neutral like you mentioned and then with the engine off pressing the start engine button with your foot off of the brake. That is normally what it takes to unlock the steering wheel of a car with a push button start. It should put it into ACC mode which will then unlock the wheel.
