Trying to compare the Saris Freedom 4 vs Hollywood Sportrider, which is best for a 2019 RAV4 hybrid with a 2” hitch? It seems the Saris is more expensive but lighter and the Hollywood has integrated locks and can go to 2 bike mode. I live in the Northeast so likely won’t leave the rack on the vehicle the entire year. We have 2 adult bikes and 1 bike with 24” wheels and 1 bike with 20” wheels but I believe both racks will fit this combination. Thanks!

So both the Hollywood Racks Sport Rider SE 4 Bike Platform Rack # HR1400Z and the Saris Freedom 4 Bike Platform Rack # SA4414B fit all of your bike styles and are both really great options so either way I think you'll be happy, but there are some key differences like you noted.
A big one is weight. The Hollywood rack weighs 81 lbs as a 4 bike rack and 51 lbs as a 2 bike and the Saris weighs 53 lbs but only is a 4 bike setup. To add locks to the Saris you'd need the # SA3022 and # SA981 which makes the price difference even bigger.
If it was me I would go with the Hollywood Racks as the value is just better and you get more flexibility from the rack being able to use it as a 4 bike or 2 bike. Plus in general Hollywood Racks are built very solidly. They last a long time and work well while being stable.
