Yes, the Roadmaster Crossbar-Style Base Plate Kit part # RM-524459-4 will work with the Roadmaster StowMaster All Terrain Tow Bar part RM-502 on your 2019 Ford Ranger. You just need to make sure you still have the car side quick disconnects, the Roadmaster Tow Bar Quick Disconnects part # RM-222.
