Question:
Even with cargo moved forward, had to add about 20 gallons of water to eliminate the sway. Knowing is half the battle. Thanks for your input.

If you can move the cargo in your trailer as far forward as possible that will be your best way to fight trailer sway. Not enough tongue weight relative to the weight of the trailer is the number one cause of persistent sway around 55 to 65 mph like you mentioned.
