Yes, the brake controller install harness part # 3016 that you referenced is the correct fit for both a 2016 and a 2017 Cadillac Escalade. These both install in the same location under the dash of the vehicle as well.
For a brake controller that plugs right into this adapter I would recommend the Prodigy P3 Brake Controller part # 90195.
