Can this hitch be installed into a truck bed with a in bed liner versus a spray in bed liner?

Yes, the B and W Turnoverball Gooseneck hitch part # BWGNRK1111 that you referenced can be installed in a truck bed that has a slide-in bed liner like you mentioned. You would just need to trim the bed liner around where the ball would come through and you'd be fine. I attached a picture that shows the modifications you'd need to make to the bed liner.
