The Kenda 5.30-12 Bias Trailer Tire with 12" Galvanized Wheel # AM30750 that you referenced has a maximum speed rating of 65 mph, which is pretty standard for trailer tires.

For a tire and wheel combo that will give you a higher speed rating I recommend the Taskmaster Radial Trailer Tire with White Spoke Wheel # TA98RR, which features a maximum speed of 81 mph. Radial ply tires will do a better job on the highway and can usually handle higher speeds than bias ply alternatives. This particular tire and wheel combo also features a maximum load of 1,050 pounds at 80 psi.
