my truck is a 2019 ford ranger XLT supercab 4X4. will this base plate fit it? the picture i see is a ford ranger super crew lariat. does the plate fit both trucks?

Yes, the Roadmaster Crossbar-Style Base Plate Kit part # RM-524459-4 is a confirmed fit for your 2019 Ford Ranger XLT SuperCab 4x4. There are no differences between the Lariat and XLT trim packages in regards to the fit of a base plat kit such as the above.
For a compatible tow bar, I recommend the Roadmaster Nighthawk All Terrain Tow Bar part # RM-676. The Nighthawk is one of the best tow bars we offer. It has a non-binding and self-aligning design which makes for an extremely easy hookup. It also comes with safety cables and a wiring extension.
