can you fit two Malone sea wings with two kayaks on a Nissan rouge 2018

What you'd want to do is compare the width of your two kayaks as they sit next to each other to the length of the crossbars on your roof. Since the Malone SeaWing Kayak Carrier and Load Assist # MPG113MD can overhang pas the ends of the crossbars you shouldn't have a problem at all fitting two of them next to each other but without knowing how wide your crossbars and how wide your kayaks are it's harder to say.

My kayaks are 31 inches wide each. (I have 2) My cross bars that I am looking at are the Malone 58 inch long roof rack system for my 2020 Nissan Rogue. It sounds to me like I can use the sea wings. Do you agree?

I do agree. With the combined width of your two kayaks you're only looking at an overhang of about 2" at each side, which the Malone SeaWing # MPG113MD can handle without issue.
