The best place to mount a brake controller like the Tekonsha Voyager # 39510 is under the driver's side dash in a place so that it is within easy reach in the even that you need to activate the manual override. Technically it could be mounted to the floor but since that will be a little out of reach I recommend to the right of your dash under the steering wheel as you can see from the attached photo. This helps to keep it out of the way especially when getting in and out of your vehicle. For your 2015 Chevy Silverado 1500 you will just need to connect the adapter # 3016 under your dash to complete the installation (see attached video).
If you would rather go with a brake controller that is more flexible in where it can install I recommend the Redarc Tow-Pro Elite # RED44FR. Since the main unit doesn't have to be installed in any special place you can literally mount the control knob anywhere within reach on your 2015 Silverado. You can even use the Universal Mounting Panel # 331-TPSI-001 for a clean OEM look (see attached photo). To connect this to your pickup you just need the adapter # 3016-S. You will install the adapter in the same place as mentioned above and you can refer to the linked review video and installation instructions for more info.
