I cant seem to find a 14 or 15 inch wheel tire combo with a 4 x 4 bolt pattern this is a utility trailer and has plenty of offset and fender clearance so clearance is not an issue

4 on 4 bolt pattern normally maxes out at 13 inch tires. I recommend the Loadstar ST175/80D13 Bias Trailer Tire with 13" White Wheel - 4 on 4 - Load Range C # AM3S120. Trailer wheels normally have a zero offset and have taller sidewalls than passenger tires.
If you want to go with a larger tire, I recommend changing the hubs of your trailer as well which will require pulling a hub and checking the inner and outer bearing numbers printed on the face of each bearing as well as the grease seal numbers printed on the back side of the hub. If the bearing numbers can't be seen, then you will need to use a digital caliper like # PTW80157 to assist with measuring the spindle in those bearing and seal locations. I've attached a photo to assist.
