There is a potential way for you to haul an electric wheelchair with a 2017 Ford Mustang, although there is not an adapter that is going to work. The reason for that is there is just one 1-1/4 inch to 2 inch adapter with rise that works with a Class I hitch, and that adapter, the Brophy # HT5R, has a 5 inch rise, which doesn't meet your needs. Additionally, the use of any adapter will reduce the weight capacity of your hitch by 50 percent, and since there are only Class I hitches with a 200 lb tongue weight capacity available for your '17 Mustang, that would leave just 100 lbs of capacity for an electric wheelchair and wheelchair carrier, which I have to imagine is not close to enough.
Due to those reasons the only solution to haul an electric wheelchair with a 2017 Ford Mustang is to put it on a small utility trailer and tow it. The Draw-Tite Trailer Hitch # 24928 is will fit either a Fastback or Convertible model of '17 Mustang and has a 2,000 lb towing capacity and 200 lb tongue weight capacity. You will also need a 4-way connector to power your trailer's lights, the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118487.
The recommended ball mount for this hitch is the Draw-Tite Drawbar # 3594 along with a hitch ball, the size of which will be determined by your trailer's coupler. You will need either 1-7/8" Hitch Ball # 19256 or 2" Hitch Ball # 19258.
