Question:

Is the 3030-p the correct harness to hook up my p3 to a 2019 sprinter 2500 with factory trailer hitch? I have my van on order but wanted to be ready for when it arrives.

Yes, the Tekonsha Custom Wiring Adapter for Trailer Brake Controllers part # 3063-P is the correct harness that will allow you to use the Tekonsha Prodigy P3 Trailer Brake Controller part # 90195 on your 2019 Mercedes-Benz Sprinter 2500 without splicing.

The plug that the harness will use is located under the driver seat. It is a green four pin plug which can be seen in the attached photo.

Yep! The Plug-In Harness # 3063-P mentioned above is the correct part for your 2019 Mercedes Springer 3500 as well.

to connect the #3063-p is it necessary to remove the driver's seat to get access to the green plug beneath? I can't really see it with the seat in place.

I've not heard of that being necessary. You may need to pull down the factory plug a bit to really gain access to it - sometimes they are actually tapped to a nearby harness.

@ChrisR On my 2017 Sprinter 3500 this plug was tucked under the fuse board directly below the hatch/door on the drivers side seat. It is impossible to see. I found it with a fiber optic inspection camera.
