There are a few things you can check if the Roadmaster Even Brake Braking System # RM-9400 isn't completing its testing setup. The fact that the arm is only depressing twice means that it is detecting something that isn't quite right on the system.
When going through the testing process the Even Brake is looking at 3 primary things.
First check to make sure that the unit is getting 12V power from the socket it is plugged into and also from the transmitter.
The system is also looking for frequency from the motorhome. Make sure all your wiring connections are secure and correct on the RV.
Lastly check to make sure that the stop light switch is wired correctly. On your towed vehicle you will want to be certain that it is attached to the COLD side of the brake light switch. This is the wire above the brake pedal that only receives power with the brake pedal depressed (and no power with any other function).
If this all looks good on your setup please let me know and we can continue to troubleshoot.
