Does Westin Replacement Bracket Kit # 40-164PK Come with All Brackets

Question:
I recently purchased a Westin Sportsman Gill guard from a private seller and I need a set of mounts for it. I downloaded the installation guide from your sight for part number 40-1645 and it shows the lower and upper mounting brackets. The replacement kit 40-164k appears to only have the lower mounting bracket pictured. Does this kit include both the upper and lower brackets as shown in the installation guide or just the lowers shown in the picture on your site?

The replacement Westin mounting kit part # 40-164PK comes with all of the hardware of either the # 40-1640 and # 45-1640.
