It sounds like the weld nut that holds the rear bump stop on your 2006 Ford F-150 has broken. Basically, there is a nut that is welded to the inside of the frame rail and is used to secure the bump stock via the center bolt. The tack welds that hold the nut to the frame rail have more than likely sheared off which is why the bolt just spins.
The only option you have now is to first cut the old bolt off then find an access hole in the frame rail to fish the broken bolt and nut out. You may need to make an access hole if one cannot be located. Once you get the old bolt/nut out you need to use a square washer and carriage bolt to secure the new upper airbag mount. This is a rather indepth procedure so if you do not feel comfortable then I highly recommend you seek help for a professional mechanic.
Unfortunately, this can be a rather common occurrence when removing old and rusty nuts/bolts. For future reference, if you heat the bolt head and then tighten the bolt a few turns before you go to remove it, that will usually minimize the chance of shearing the weld nut.
