Can you or “should you” attach this item to your axle with self tapping screws or rivets

There's no reason you couldn't use self-tapping screws to install the CE Smith Crossmember Pad for Boat Trailers # CE16870 that you referenced. There isn't a set way these pads have to install but self-tapping screws wouldn't be a problem at all nor would rivets as long as they are proplery installed.
