Question:
can they be used at the bow on my 19foot bayliner,how far from the hull when boat is on trailered??

The Fulton Boat Guides # FBGR200101 referenced in your question are designed to install on trailer frames that are up to 3 inches wide and 5 inches tall. There is no reason you couldn't install them further up the trailer towards the bow of your Bayliner as long as you have the needed clearance.
The boat guide extends out from the trailer at about a 20 degree angle and has a height from the horizontal tube of 16 inches. I have attached an installation video that you can also check out.
