Is it possible to drill the mounting plate and have two inline bolts? My mounting tube is 3x3. Thanks

No, you should not drill the mounting plate of the Single-Speed Boat Trailer Winch with 20' Strap # 315-W1800D in order to have two inline bolts as it could compromise the integrity of the winch.
For a similar winch with a different mounting plate I recommend checking out the Dutton-Lainson Hand Winch # DL14627 which may work for you. As you can see from the accompanying photo this winch offers the ability to mount on a 3" x 3" tube.
