Can I use a stainless cotter pin instead of a retaining rings?

If the 3/4-inch shaft where you intend to install Yates Ribbed Wobble Roller # YR343R-6P has a hole for a cotter pin, then yes, you can secure the wheel that way and I suggest placing a flat washer between the roller and the cotter pin to avoid any potential for abrasion.
