how do i adjust the height of the mounting bracket? i loosened the bolt behind it

To adjust the height of the mounting bracket on the Fulton F2, part # F1413040134, you need to loosen the bolt behind the bracket (which it sounds like you have) as well as the bolt in the middle of the bracket. Take a look at video that I have attached for you.
Make sure to tighten both bolts back to spec per the instructions after adjusting the height.
