The bottom of the trailer frame is 21inch off the ground. Will this jack be able to work?

Yes, the Fulton F2 jack part # F1413060334 that you referenced has a fully extended bracket height of 28-1/2 inches. This dimension is measured from the ground up to the center of the mounting bracket. So it would work great with your trailer frame that sits 21 inches off of the ground.
