Will the front hitch part #31053 fit my 2000 coachman on a Ford E450 ?

The CURT Front Mount Hitch, # 31053, only included up to the E350 RV Cutaway models but not the E450. Instead, you can use the Draw-Tite Front Mount Trailer Hitch Receiver, # 65001. According to Draw-Tite, this hitch will fit the 2000 E450 RV Cutaway models. I have included a link to the installation instructions for you.
