I recommend using a Class III hitch with a 2" receiver as you will be able to use more accessories that way. For your 2014 Subaru Outback Wagon you can go with part # 75673 which is a bit easier to install but requires drilling or the part # 76227 which does not require drilling but is quite a bit harder to install. Installation instructions for both have been linked for you to reference.
I am not quite sure what you mean by "shelf option" but if you could give me an example I would be more than happy to help you with that information.
