I’m looking for trailer hitch steps with a pass thru that will allow me to attach my atv trailer without removing the steps. Is there such a step?

Sounds like you'd want to go with a removable scissor setup like the Brophy Camper Steps part # AS24 which will need to be taken off it's mounting bracket between uses. This will give you total access to your trailer hitch when needed.
