I do have an option for you but the Curt Friction Sway Control Bar part # 17200 that you referenced cannot be used on trailers with surge brakes. Instead, you would want to look into a weight distribution system with integrated sway control. This will be the only option we have for you that will allow you to use sway control on your trailer. As long as the weight distribution system does not use chain style spring bars then it will not affect the action of the surge brakes.
In order to make sure you are choosing the best weight distribution system, you will need to calculate the total tongue weight (TTW) which is composed of both the loaded ready to tow tongue weight of the trailer by any cargo stored behind the rear axle of the tow vehicle. The tongue weight of a trailer is usually 10-15% of the trailer's gross trailer weight (GTW).
The best weight distribution system we have in regards to sway control is the Equal-i-zer Weight Distribution System. They have 4-point sway control which will do a better job of minimizing trailer sway than most other systems of its kind. It will also do a great job of making sure the tongue weight of the trailer is evenly distributed across the tow vehicle. You will need to choose the system that your TTW falls in the middle of.
100-400 lbs: part # EQ37040ET

1,000-1,400 lbs: part # EQ37140ET
