can this unit be used to drop a wheelchair hitch to a lower angle to load the wheelchair weighing about 250 lbs?

The Roadmaster High-Low Adapter # RM-076 has a tongue weight capacity of 200 lbs which is not enough for the wheelchair you are looking to load. Adapter # RM-048-6 has a tongue weight capacity of 400 lbs and may work, but using any adapter is going to cut the tongue weight capacity of your 2018 Tahoe's hitch in half. So if your Tahoe has a hitch with a tongue weight capacity of 500 lbs, for example, using an adapter would reduce that capacity to 250 lbs.
It may be easier to use a cargo carrier with a ramp, such as the Flint Hill Goods 30x50 Wheelchair Carrier w/ 60" Ramp - 2" Hitch # FHG99ZR.
