Why is this carrier not recommended to use behind an RV? I have a Grand Design Reflection fifth wheel with a hitch capacity of 3000lbs.

The ride on the back of a trailer is very rough due to the extended distance from the axle so a lot of hitch mounted accessories like the Flint Hill Goods 30x50 Wheelchair Carrier part # FHG99ZR are not rated for this. Instead, I recommend using the Mount-n-Lock GennyGo Generator and Cargo Carrier for RV Bumpers part # MNT34FR which attaches directly to the rear bumper and you can combine multiple sets for more room. I do recommend beefing up the rear bumper with the Mount-n-Lock SafetyStruts Universal RV Bumper Support Brackets part # MO34VR first though.
