Can i screw this directly into my rv 2011 keystone cougar extererior wall then attach the licence plate with screws you include

You can mount the Cruiser License Plate Mounting Plate # CR79150 referenced in your question directly to the outer wall of your Keystone Cougar. The included screws will allow you to mount the license plate to the bracket, and to attach the bracket to the trailer, you will likely just need some self-tapping screws like # CR80430.
