I have a 2017 f350 super duty without the factory hitch or towing package. looking to purchase a 388m momentum toyhauler that has a dry weight of 14300 lbs. with a gvwr 18500 lbs. I like the demco hitch but not sure about mounting without the factory setup and the 18000 lb max weight bothers me as well. I have a transfer tank in the bed that measures 21 3/4inch from front of the bed so im wondering what might work best for my application?

The Grand Design Momentum 388M's GVWR of 18,500-lbs means only certain versions of the 2017 F-350 will have the required towing capacity for this 5th wheel. You will want to confirm your specific truck rating by checking your manual or by referring to the chart from the Ford Towing Guide that I linked for you. This shows the 5th wheel tow rating for all of the different variants of powertrain, axle ratio, cab, wheelbase and bed versions of the F-350.
With a trailer this heavy you naturally want a 5th wheel hitch set-up with a substantial safety margin, say a hitch rated for 21K or more.
If you have a 4WD long-bed you could use the Demco Hijacker Premier 21K hitch # DM6076P-21K and installation kit # DM8552031-71. This is a fixed (non-sliding) hitch with cushioned double-pivot head and 360-degree jaws. The wiring kit is part # DM8555002.
If you have a 4WD short bed you could use the same install kit but instead use 21K sliding hitch # DM8550035 which offers a generous 14-inches of travel and the convenience of automatic operation without having to get out of the truck to release a manual slider.

As for your transfer tank please keep in mind that a 5th wheel hitch will install so that the actual center of the hitch jaws (where the trailer's king pin weight will be) will be positioned slightly forward of the rear axle. You can compare this placement to the available clearance to the transfer tank in your bed. With a long bed you should be okay.
