do you have to remove the adjusting bolts when using this item. if you leave the 2 inside adjusting bolts in you can not tighten up all the nuts they do not fit in there all together, you are unable to turn the bolts next to each

I attached a picture that shows the install instructions for the Demco capture plate adapter part # DM6171 for you to check out. You do have to remove the old screws to get the old plates off to install this kit.

The last capture plates I had on my hitch had to bolts in the middle that held capture plates in place. When I install these new captures because they have nuts on both sides can I remove the 2 inner bolts from old plates. I do not see them in the drawing above.

Demco did somewhat recently re-design this capture plate by adding threaded bolts instead of what you have on your existing plate. You'll indeed just remove the old plate and bolts to make room for the new assembly.
