Question:
What are the Cargo bag options that do not require a roof rack? We do have a roof rack but one of the crossbars is broken and it costs 300 to fix. looks like we can buy a bag that we do not need a rack for less than that??

The bag that I would recommend for the roof of your vehicle without a functioning roof rack would be the # RL100S30.
This bag can mount fit all roof styles, with a roof rack or without and is expandable from 9 to 12 cubic feet depending on what you need.
